The Mental Health Commission of Canada (Mental Health Commission of Canada, 2012) released a national mental health strategy in 2012 that advocates for human rights-aligned mental health care and a shift away from coercive practices.

While not a specific call for eliminating seclusion use, BC Guidelines for Secure Rooms establish when and how seclusion can be used: as a short-term emergency measure of last resort and to be delivered in the context of trauma-informed, recovery-oriented, patient-focused care (BC Ministry of Health, 2014).
